I've kind of come to the conclusion that, given the recent proliferation of quest nodes in races/puzzles, and the general shortage of temp quests with which to do them, any permanent quests people have available should be held for those, rather than trying to get the quest dragons quickly. It's just not worth it, when running out of permanent quest cripples you so badly in some events. Those permanent quests should be viewed as an important limited resource, and consumed strategically, not willy-nilly.
