What level do you have to be to for heroic race islands to pop up?

@miles-yeet AFAIK there is no level requirements, however you will need to have a decently developed city in order to be competitive. You are going to need to feed, farm, and fight in many nodes and if you do not have the dragons or buildings to do this you will not get ahead and stay ahead. Unless of course you are lucky enough to be paired with all inactive players, but you will still need to be strong enough go qualify. The least amount of resources you have, the more strategically and intelligently you will have to race. Unless you choose to buy your way through them.
