Out of all the caged dragons that there are, which is the best for damage and health? Please do not pick one that is $20, gems only please!

Magma is pretty good. He’s quite solid in battle and reliable. If you don’t have him already, Neo Hanzo is similar. Hebe is good too, and so is Shycon. These are the ones I think are strongest with gems in cages.
