How do we get your dragons do be stronger with out the stars( orbs). I have seen some people dragons are over 90000 power but have zero stars

Two ways, they are graded ie. A+, A... and they have activated their Winstance tower, which gives a boost.

@legion you can level up your dragons till level 40 without the need of empowering them. A level 40 heroic(a+ ranked) has 72k hp so that is the most hp you can have without empowering a dragon. If you saw a dragon with 90k hp then it might because you may have seen it arena.( In some arenas there is elemental boost for dragons with the particular element)

@legion In the arena you have a boost on sea element atm. That will give extra power.

You need to get a lot of orbs to that specific dragon.
how you do that is you get that specific dragon and make it into orbs, then you can empower it.
It doesn't matter what level your dragon is on, it matters if you empower it or not.
