they just dont pop up, they hadn't popped up for me even once, i leveled up 2 accounts pretty high in a few days. This is probably a bug.

I have also tested this myself, I was trying to trigger specials to record them but in vein. The fight took ages (recharging) and while the enemies got around 5 specials I didn't got anything. Maybe I was just unlucky, but it's definitely something to check.

Ps: The fight took place in adventure map.
Ps2: I was using the same method to trigger specials in the past for my videos, without any issues.

All guys say 0% chance for special skill!!
