I cant open Dragon City, I downloaded gameroom well in advance. I won High Etheral, went to collect, .y game rebooted and now I cannot open it.

I guess you did not pay attention to the banners and notifications, today is the day that the browser version closed. To play on a PC you will have to use the Windows app store version. Or you can use one of the android or ios versions on those type of devices.
