Alliance search is an horrible functionality that never brings active alliance.

When I saw that, my first thought was I this an active game or in decline?

This could be a great improvement for new players. I guess it would be interesting to share information with other players, specially when you are starting in the game and you don't speak English. Alliance could be a great place to receive advice from other players.
In other games I saw filter based on country, language activity, user level / power

That could be a good starting point.

A player will usually get accepted in better 'high quality alliances' because the profile itself is already strong. A player does not need a strong alliance if he/she is strong herself/himself - we do the scores required and you/I will attract same quality of players.

AlexMex I don't know what level of alliance you are looking for. Brothers of Honor has 3 empty spots & you don't need to apply. We don't always finish level 5, sometimes don't finish level 4. The only people I've seen removed are ones who aren't contributing to the points.
