when i look at my list of trade essences, the entries look like 46/15. what are those numbers?

the number below is the quota put by SP/Dragon City.
the number above is what you own/either thru purchases, won in events which is the reason it exceeded the quota of 15.

It is really strange that they put the quota but you can overcome it thru winning essences via events or buying in shop.

so the second number is completely irrelevant? or would it refill over time if im below?
