I don't understand, what's the point of category 2 and 3 rare dragons? That just makes them more weaker.

Ok I am misunderstanding your question. Neither Polliwind or Blaze are considered fighters. I mean I guess you can use them for fighters if you so choose but honestly nothing that low will be competitive in the arenas or leagues. Even though the fighting features are a key part of the game, this is still a collecting game, and the different dragon fall into different categories. There are some that fighters, some that are gold producers, some that are food producers and some that can be a combination of one or more of these. And some that do not seem to fall into any, even though I am sure for SP they do. But most importantly you need to get out of the mindset that all dragons will fit into every category. That is not the case and I don't think it was ever the case. The only category I see them all fitting into is the case that they are all a part of the collection category. It is because these low level categories are not fighters that I find them pointless to recall and empower.
FYI these are just my opinions based on my experience in the game. Others may think differently but I believe that all dragons serve a purpose but there are not many that serve all purposes, if any. As far as fighters go, only legends and heroics are what I use to invest time and effort to train, rank, recall and empower. There are some epics that I will recall and empower but only because I wish to utilize extra duplicates I may have. There are some that can hold their own as fighters but they are not ones that I actively put time into accomplishing this. Commons, Rares, or Very Rares I do not bother with, even if I have duplicates for them. If they are gold earners then they will stay on my islands, if not then they are relegated to the dragonarium and their only purpose for me is the addition they add to my collection as I am a collector first and a fighter second.

Too low, on my islands you are either a fighter or a gold producer. For me no dragon with a minimum level of 15 who earns a minimum of 200 per minute is on my islands, they go straight to the dragonarium. Only my legends and heroics get leveled past level 15.

Then you need to concentrate on improving your islands and getting better dragons and not wasting your time, effort and resources on these weak dragons. It may seem you are doing well now but you will soon move out of the easy arenas and leagues and you will be up against strong dragons that they cannot compete against.

I do some of the actions but there is NO WAY I can hatch a 3-element or legend dragon because they are exclusives also. That's why I can't get enough exclusive and strong dragons.

Have you read the tips in each of the event topics? Because if you had then you would see that it is possible to be successful in the events regardless of level. I know this to be a fact because I use these same methods in my gaming accounts, some of which are very low, less than level 25.
Second, I am not sure what hatching legends or 3 element hybrids has to do with events. If you are talking about the breedable dragons, then do like others do, only do breedables to clog up the breeding buildings and hatchery when events that do not need them are active. The events are posted for the month in the updates section, use that information to plan when to use your breeding/hatching as well as when to farm the longer timed food.
There is also a post in the general discussion section about tips for newbies. Read that and create your strategies based on that. The only events you would not be successful in are those that are set up not to be able to obtain event coins for free if you are a f2p player. As was pointed out to you in another post, there are many experienced players here as well as many tips and tricks of the trade, concentrate on those and not on some of the outdated useless topics you have been commenting on. Honestly breedables shouldn't even be something you are actively trying for other than the sanctuary legends and Kratus. Kratus should be the first dragon you work on to empower, breeding him is fairly easy with a war and pure dragon. Work on upgrading your sanctuary and breeding and empowering those. Use the events to improve your dragon collection. The regular breedable legends are cat 5 and they are not very competitive and since it is so hard to breed those trying to breed and empower them will take up too much time. Any others are just a temporary fix and you would need to replace them fairly quickly. As a low level player you should be able to get easy opponents in the races for the first few that you encounter, follow the tips and you should be able to progress enough to get a few heroics, those will be critical to your collection. And more importantly until you get some really good fighters avoid the leagues and arenas except for when they are required for events or alliance chests. Use the friend challenges to also rank up your dragons, those are an easy, quick way to rank your dragons.

Look at the habs, if memory serves a few of them gives a lot of experience so you can upgrade, but farming is your best bet. Work at least 2 or 3 at the highest you can farm, save the rest to use in events. Out of curiosity, for a newbie why do you have more than one account?
