I don't believe so.

If they're talking about the pop up ads that appear during the start sometimes, I think any in-app purchase stops those from appearing.

During the start...no. the ones that pop up randomly when doing different things like breeding, hatching etc....then yes a small purchase makes those go away. But you still have the ads for the tv and repealing losses in the arenas and leagues. And to be clear the popups during the start up of the game are NOT ads, they are popups that the devs release, two different things all together.
