No it isn't, this combo is still working for me. It takes longer since there are more combos but it is still working. Also at least one of the parents need to be Empowered to get kratus.

I don't have this feature yet, looking forward to exploring it in a couple hours. I think I might be glad that I empowered some low rarity dragons like gummy and war and pure and colossal.
