Hey Im wondering if her cells will be able to be bought trough event or there will any other way to obtain cause want more than any monster in the game

Yes, they were available. I think she was in the first or second rotation. She was also available recently in a pack with Little Red Furry Cap. Good luck!

1. Extracting your 2nd Bella Baal in Viktor's Lab
2. Buying From the Lab (Only appears in Cell Week so keep an eye out, It also costs 3 gems for 2 cells and increases its costs each time you buy more of the same cell).
