I've noticed daily events (or 48H events) for many things you can build. For example, Kindergarten, Dragonarium, Ultra Breeding Tree, Land Expansion (plots and islands), etc.

In a similar fashion, do Shrines (Wizards) ever go on sale?

I've never seen them on sale, most likely they probably never will since they are facebook only features and the bulk of the players are mobile.

There was a hatchery upgrade sale a few days ago - I don't think I ever saw this before in ~4 months I've been playing. I wish they had this on a regular schedule, too, I would've saved a few dozen gems back then :P
