I just tested, and it seems the Shrines (Wizards) do not work on the Dragon Training Center. If you click the Wizard, cast the spell, you will see no "down arrow" over the active Dragon Training Center, and clicking the building will just cancel the spell. Is this a bug, or is this intended? I put this in General and not Bugs, because it is for discussion; I have no idea if it's a bug or not.

@Harvey-Fox Wizards don`t work for training. Use Hanzo tower to speed up training. Closing this topic.
