I believe the only way to get primal dragon at the moment is to collect orbs for it in your alliance quests. You then summon it in the tree of life.
Once you have a primal dragon you can breed more by crossing with terra or flame.

You can get it with legend/legend or legend/pure.

I am a collector not a fighter, need I say more? Oh yeah....and female. ;)
