Any disputes with rewards offered should be submitted to the vendors sponsoring the rewards. You can find more info about how to contact them IN THIS THREAD
Unfortunately, this is not a bug, and SP can not and will not do much about it. The third party vendor purchases those gems and offers them as an advertising incentive. They set up the completion criteria and often it is not fully spelled out. Many of the offers are only valid during the time frame that they are offered. Social Point does not get any type of notification of the offers, completion, or any of the other data. All you can do is contact the vendors that made the offer.
