Yes. All the promotional material said all three versions were water monsters with different elemental abilities depending on weapon chosen.
They were shown as Water in the Monstagram. Boltcaster was/is shown as Water in the promo video.
All the literature touted them as water monsters, with Super Attuned, as a counter to Thetys Stamina Devourers.
I know a player who bought Boltcaster very soon after they went on sale, and it was Water.
At some point something changed. It was deliberate. We know it was deliberate because the Thetys Page skills which previously had CD and energy cost (see Carlos' skills teaser in the Hydratila Discussion thread) also changed, to make them 0 CD and 0 Energy cost. This is obviously intended to replace Super Attuned as the counter to SD.
It is inferior, in some ways, since 50 Energy from Super Attuned allows moves other than just Thetys Page 24 or 32 (really would prefer to use an aoe denial at that point); and superior in other ways (it counters energy drain from other Elements as well now eg Galante, Frostbite, Shakti etc).
Pros and cons.
But the BIG issue that makes me scowl is that the Books are still incomplete. So Riftmaker and Boltcaster - both expensive cash monsters - are not in Water and not in any Books. And so - pretty useless as a Thetys counter. Since there is unlikely to BE an encounter.
Beautifully underscored by Sea Sea Epic war rules event, timed with the release of cash monsters touted as the answer to the Queen of Sea rules but not able to be fielded against her. An astonishing disconnect.
Really, so many problems flow from implementing Book restrictions with incomplete Books.
