Moveset that I personally would use:

"Tsunami" because its a good basic water move to damage all enemies. Only one cooldown.

"Rebel Water" because it gives an extra turn and will do insane water damage on its next turn if used right or "Against flames" because the entire team gets precision and fire hater.

"King of the Seas" because it applies the water weakness BEFORE the water damage hits. Deals a lot of damage.

"Weakening Wave" because it weakens the enemy (NO WAY!) and deals some nice damage. Only 1 cooldown.
