So ive seen a few videos and bought a few chest and seen maybe one lvled up monster per like 10-15 chest. I've open like 10 and have gotten one lvl 2 monster. Are the chances of getting atleast a lvl 1monster that bad, seems unfair to people who buy them.

Chests are pure gamble . and there is no gambling institution\ Casino that will post or share those percentages .. If you are into gambling then try your luck if you are not then stick to direct sale ... For me i will never ever buy a chest blindly

Rigged slot machines don’t have odds and neither do the chests for the same reason. -

There is a legislative drive in many countries to require just that. And that's a good thing and long overdue, IMO.
Chests are unregulated gambling. Every gambler knows the winning chances at Roulette or Poker, but no one knows what our chances are in those chests, and that's got to change.Loot boxes in general are among the most predatory ways to part players from their money, as it feeds off players with impulse control issues, and young players, many encountering their very first gambling experience. I would rejoice at the day when loot boxes are banned forever.
